Click here: Utah National Parks Council/Advancement-Home "There is no limit on the number of merit badges a youth may earn from one counselor." (Advancement Committee Policies & Procedures, page 13) However, our Council Advancement Committee has asked that all Merit Badge Counselors fill out form No. 34405, and that no counselor do more than seven merit badges. Special permission must be obtained from the Council Advancement Committee to do more. The Counselor must be at least 18 years old and be proficient in the merit badge subject by vocation, avocation, or special training. All merit badge counselors must be trained in the Aims of Boy Scouting and in basic advancement procedures. (Advancement Committee Policies & Procedures, page 13) The Scoutmaster is the same as any other counselor. He must be registered not only as a scoutmaster, but also as a merit badge counselor. He may do as may merit badges as he is proficient in. Traditionally, the Scoutmaster does the merit badges that he would be working on with the boys when they are on outings: Camping, Hiking, Orienteering, Pioneering, Cooking, Backpacking, etc.
