Registration

Every person who is new to a specific scouting unit must register to become part of that unit. If an adult leader or a boy is new, the adult must fill out an Adult Application and the boy must fill out the appropriate application for the type of unit he's joining (a Cub Scout Application is blue, a Boy Scout Application is brown, a Varsity Scout Application is orange, and a Venture Scout Application is green). The Adult Application is a general form that can be filled out for any of the four types of units.
On the Adult Application, the potential adult leader must have their NAME, ADDRESS, SOCIAL SECURITY NUMBER, BIRTH DATE, the SIGNATURE of the CR (charter representative), the SIGNATURE of the CC (committee chairman) for that unit, answered NO to the 5 questions (a, b, c, d, and e on question number 6) regarding any criminal past, and have THEIR OWN SIGNATURE affixed on the bottom. IF ANY of these things are missing, the adult CAN NOT and WILL NOT be registered.
On the boy application, the boy must have his NAME, ADDRESS, SOCIAL SECURITY NUMBER or BIRTH DATE, his UNIT LEADER'S SIGNATURE (Cubmaster, Scoutmaster, Varsity Coach, or Crew Leader), and his PARENT'S or GUARDIAN'S SIGNATURE (Only a Venture Scout may sign his own application instead of his parent or guardian. For the Pack, Troop, and Team, the parent's or guardian's signature is mandatory.). IF ANY of these things are missing, the boy CAN NOT and WILL NOT be registered.

Rechartering

1. A Charter Organization, such as an LDS Ward, often has a number of Charters, one for each unit it sponsors. For example, the Provo 8th Ward may be sponsoring a Cub Scout Pack (1 unit), a Boy Scout Troop (1 unit), and a Venturer Crew (1 unit). Thus, the 8th Ward would have three Charters.
2. Each Charter must be signed on the front page by the IH, such as an LDS Ward Bishop, and on the last page by the appropriate Unit Leader such as: the Cubmaster (CM) for a Cub Scout Pack, the Scoutmaster (SM) for a Boy Scout Troop, the Varsity Coach (VC) for a Varsity Team, or the Crew Leader (NL) for a Venturer Crew.
3. On each Charter, there is a minimum number of adult leaders that a unit must have. Each unit must have an IH such as an LDS Ward Bishop; a CR, Charter Representative (usually the 2nd Counselor in an LDS Bishopric); a CC, Committee Chair; two MC's, Committee Members; and the Unit Leader. All Troop, Team, and Crew Charters must have at least these six leaders listed (Remember, if any names don't appear on the Charter, an appropriate application must be properly filled out for each unlisted person.). The exception is the Cub Charter. In addition to the mandatory six adult leaders, the pack must also have 2 Den Leaders (DL's). If the Cub Pack also has 10-year-olds, one of the two Den Leaders must be listed as a Webelos Leader (WL). Of course, the more leaders the better. So, to recap, there must be at least eight leaders listed on a Pack Charter and at least six leaders for a Troop, Team, or Crew Charter.
